Close to push date, PM wants to take out a bug-track ticket and revert the change

Sometimes, PM (Project Manager) or AM (Account Manager) may want to change the scope of the build due to business reasons (i.e., contracts, payments, client budget change, negotiation gambits, etc.) at the last minutes. How can we as a IBM to build in the flexibilty in our system and process to serve business need?
